House of Representatives Minority Leader Edcel Lagman said Thursday that in the Lower House, all 6 pending RH bills will be discussed when the Committee on Population and Family Relations meets on November 24 and December 8. The latter date is also the Feast of the Immaculate Conception in the Catholic Church calendar of Holy Days. Lagman added that the HOR will probably discuss it in plenary by January. He noted that in the Senate, proponents are planning to also discuss it in plenary soon. Lagman said the prospects of RH legislation in the 15th Congress are "brightest" compared to previous Congresses, considering the support of Malacañang as well as the leadership of Congress. The processing of the bills will be fast tracked, Lagman said, citing a House rule expediting the processing of bills in previous Congresses that were already passed on 2nd reading. The last RH bill mustered 132 votes in the last Congress. Right now, 100 lawmakers of the 278 have committed to support RH.
