The motions by Supervisors Zen Yaroslavsky, Michael Antonovich and Mark Ridley-Thomas cited "ongoing debate within the scientific community and among governing bodies throughout the world regarding how thoroughly the long-term health effects of low-frequency electromagnetic and radio-frequency emissions are understood" and "questions...regarding how well the existing regulations established by the Federal Communications Commission [FCC] protect more vulnerable populations such as school-aged children, and how well they protect against the cumulative effect of radio-frequency emissions on people who live or work in close proximity to multiple cellular facilities." "This marks a major step forward on this issue," said Doug Loranger of the new nationwide organization Coalition for Local Oversight of Utility Technologies (CLOUT), which is actively seeking to change federal law governing cell towers. "For almost 15 years, local planning and zoning officials, City Council members and Supervisors across the US have been telling residents concerned about cell tower proliferation that their hands are tied by the Telecommunications Act of ...

Except from 2002 the National Security Strategy of the United States: "As a matter of common sense and self defense, America will act against such emerging threats before they are fully formed... We cannot defend America and our friends by hoping for the best... In the new world we have entered, the only path to peace and security is the path of action." "We must take the battle to the enemy, disrupt his plans, and confront the world threats before they emerge ..." President George W. Bush June 2002 When President Bush addressed the cadets of West Point the emphasis was on the word "before" eliminating threats - before they emerge. In other words if the United States perceives a danger, it will act when and where it chooses - with allies or alone - and it can do that because it has a military force unequaled in the world. On 9-11 an enemy had been revealed and a strategy of containing threats and deterring attacks would no longer be enough. Military planners realized that now there were no static lines of defense - the battle could and would be taken anywhere ...
