pauline portugal MEMORANDUM OF AGREEMENT (MOA) The Supreme Court issued a temporary Restraining Order (TRO) to stop the signing of the controversial Memorandum of Agreement (MOA) on ancestral domains between the Moro Islamic Liberation Front (MILF) and the Philippine government. This was done after local officials in Mindanao filed a petition to stop a supposed secret agreement that will cede parts of Mindanao to the MILF. Legal Lminary Fr. Joaquin Bernas SJ, a constitutionalist, former president of the Ateneo de Manila University and incumbent dean of the Ateneo Law School, tried to calm fears saying that the MOA is nothing but a piece of paper and meaningless in the absence of an act of congress and peoples ratification through a plebiscite. Bernas, however, noted that a MOA signing or a TRO is a psychological boost for those in favor or those against the accord. With the TRO issued by the high court, the advantage seems to be for those against the agreement. However, this is very early in the game. The government, with its determination to hammer an agreement (with the MILF), will do everything to have it signed and ratified with finality. Those against it have the courts and the peoples plebiscite as recourse in stopping the accord. Whatever the outcome will be, this controversy is generally be good for everyone. This implied that October 26 will become obsolete, and that the Youth Day would henceforth be on February 11. The department of Education and Social Welfare, which was charged with organising youth day events in collaboration with civil authorities in various Divisions, reaffirmed 'the intention of West Cameroon Government to make the Youth Day celebrations of 1964 unique, in commemoration of the Plebiscite Day which brought Independence to this State and called on all forces 'to give the occasion the dignity and popularity it deserves.' By every intent and purpose the event sought to be unique. The West Cameroon government invited over 200 dignitaries from East (French) Cameroon including the Federal President, Ahmadou Ahidjo, the mayors of Douala, Nkongsamba, Kribi and Yaounde; traditional rulers such as King Manga Bell of Douala and the Sultan of Foumban, to Buea and Bamenda. They refused to provide public information about the general vote plebiscite, "why the question was asked," "what the question meant," "what difference the General Vote election system would make," "how city council thought the new system would benefit Oshawa," ""why city politicians thought the General Vote would benefit the city," "why the system City Politicians suggested was not being used in other large city's in the country," etc. So Mr. Longworth was making a pitch to Oshawa City Council for a "partnership grant" of $25000 to have a professionally prepared information brochure published and distributed to all Oshawa residences. Mr. Longworth argued that democracy absolutely depends upon an informed public and that the plebiscite result had no validity if the public was not informed.
