The LED blinks on and off at a rate determined by the value of the potentiometer. When the switch is in one position, this is a simple on-off blink. In either of these cases, the potentiometer can control the speed of the LED's variations. The LED's intensity is determined by the photoresistor. In a very bright room, the LED will be instructed to blink between 0 and it's max brightness. In a pitch black room, the LED will change state between 0 and only 10% of its max brightness.
