  • Press Conference (September 15, 2010) - Part 1 Report: Maintain city services, demand efficiencies, diversify tax base Large majority says not to raise property taxes ANCHORAGE- Heidi Gantwerk from Viewpoint Learning presents to Assembly members and the mayor today the final report from all four community budget dialogues held last month in Anchorage. "It's clear that citizens who participated in these dialogues love Anchorage and what it offers," said Gantwerk. "That said, they came to understand the budget challenges the municipality faces. While they would like to see the current level of government services maintained, they are eager to look at alternate ways to pay for them besides relying solely on property taxes." Another key takeaway from Viewpoint Learning's report to the community was the demand that city government become more efficient in its operations. "The perception that city departments could deliver services in a more efficient, streamlined manner was a constant throughout all four meetings," said Gantwerk. "Municipal officials now need to demonstrate to taxpayers that they are looking at ways to do things better before they go back and ask for more." Viewpoint Learning's report was based on the participation of approximately 350 residents who attended the early August meetings. In addition to the materials discussed in the small groups, each participant provided a written survey at the meeting's conclusion. The report utilized both the group and individual feedback to tabulate the results. Among the ...
  • NREL Center for Photovoltaics Solar cells, also called photovoltaics (PV) by solar cell scientists, convert sunlight directly into electricity. Solar cells are often used to power calculators and watches. The performance of a solar cell is measured in terms of its efficiency at turning sunlight into electricity. Only sunlight of certain energies will work efficiently to create electricity, and much of it is reflected or absorbed by the material that make up the cell. Because of this, a typical commercial solar cell has an efficiency of 15%—about one-sixth of the sunlight striking the cell generates electricity. Low efficiencies mean that larger arrays are needed, and that means higher cost. Improving solar cell efficiencies while holding down the cost per cell is an important goal of the PV industry, researchers at the National Renewable Energy Laboratory (NREL) and other US Department of Energy (DOE) laboratories, and they have made significant progress. The first solar cells, built in the 1950s, had efficiencies of less than 4%. For a text version of this video visit www.nrel.gov

  • 5th of 11 Clips: Stark's ridiculous discussion about "efficiencies" of the plan This is the 5th of 11 videos showing how Rep. Pete Stark's Town Hill meeting in Fremont, California really went on August 15, 2009. If you watch all 11 videos you will note (1) that Opponents of HR 3200 are generally informed and articulate and wanted to have a substantive discussion with Rep. Stark, and they don't start getting rowdy until Stark refuses to give legitimate answers to legitimate questions and/or makes blatantly false statements, and (2) the opposition to the bill in Fremont is not "manufactured" or organized - it is the Proponents of the Health Care Bill that are "organized." This full video set represents about 90% of the content of the actual meeting, but unfortunately fails to include a fabulous exchange between Coach Luis Garcia and Congressman Stark at the end of the meeting. The minutemen also filmed the event, and they may have the footage of that exchange.

  • Malthus or the Fuller Model The Fuller model offers solutions to the current condition along the critical path. Presently we work within the framework of Thomas Malthus whereby we live in the context of resource shortage. The philosophy of Malthus adversely influences both our economic models, our accounting, and allocation systems. Comprehensive anticipatory design science works around the perception of chronic shortage. We have to look at the entire human system and preempt our future needs rather than be constrained. We can design our society to scientific principles thus find the same efficiencies we now enjoy through the geometric efficiency of technological progression. IN terms of society we are quite backwards and static in our thinking. We preclude our ability to find efficiencies in a suburban model. We are in regulatory lock down based on shortage with huge amounts of resources dedicated towards monetary concentration and depletion. Models of depletion draw down human life support as more people seek a higher standard and increased expectations. Our survival depends on a rethink of how we use resources, what we consider to be wealth, and how we bring that wealth in the form of life support to more and more people worldwide.

  • Breaking the 50% Solar PV efficiency barrier with Hansjorg Lerchenmuller of Soitec Concentrix Solar Cost effective Solar cell efficiencies are generally thought to be limited to the sub-20% range. New, Concentrated PhotoVoltaic technology is breaking this barrier (CPV). In this interview with Hansjörg Lerchenmüller of Soitec Concentrix Solar, I find out what it was all about. We explore where they are today. How CPV differs from conventional photovoltaics and Concentrated Thermal Solar. We also examine how they plan to break the 50% efficiency barrier. Then we switch over and discuss the commercial aspects of it. After all, there are plenty of great lab solar efficiency results that were not manufacturable or did not fully commercialize. Is CPV technology real? Is anyone buying it? Can they scale it to the utility level? Have they put it in the field? Find out more in this interview by registering at

  • HHO Electrolyte Efficiencies Efficiency of HHO Series Cell Expressed in Joules and watt/hours for one liter of gas. Here you can clearly see that cells using few plates and voltages above the 1.8 volts that is takes to split water becomes very inefficient; fast. Baking soda yields 4 volts per cell, but lye yields 2 volts which is much closer to the 1.8 volts required to split water. While you can raise voltage to get faster gas production you quickly loose efficiency. At just .5 volts per cell more then I started with the cell became more inefficient than using baking soda. So, anyway, this makes it clear keep voltage per cell down, also isolate each cell from each other cell if you want efficient production. Holes through plates and electrolyte levels over plates cause efficiency losses; cell stack just dunked in a jar as seen on youtube are just not efficient because current can bypass the neutral plates some-what.

  • Government Efficiencies Should Not Harm Key Services Efficiency savings across the NI public sector can be made without harming essential public services and strategic policy priorities. That is the message from the Northern Ireland Assembly Committee for Finance and Personnel which launched the findings of its preliminary Inquiry into Public Sector Efficiencies. Speaking ahead of the Assembly debate, Committee Chairperson, Jennifer McCann MLA, said : "My Committee does not underestimate the scale of the challenge facing the Executive. The recently announced savings and anticipated budgetary reduction for 2011-2014 will require a further efficiency drive. This must be accompanied by an equally important focus on effectiveness in delivering public services. "It is our view that the Executive should develop a co-ordinated strategy to protect essential frontline services and strategic policy priorities, and avoid crude 'salami slicing' of all departmental budgets. "We believe that there must be more transparency in this process. It is vital that the money saving initiatives are more than just cuts to the quality or level of important services. It is also essential that the impact of these savings is visible and clearly understood by both the Assembly and the public. "Real public sector efficiency gains in the medium and long term will help us to minimise and manage potential pressures on expenditure in the years ahead. "My Committee colleagues and I believe that this report is a useful starting point for discussion. It is a ...
  • Driving efficiencies, controlling costs Controlling your business costs whilst driving efficiencies in your organisation is key to driving long term savings. When looking to cut costs it is not necessarily just about how much you are spending, but making sure that every penny you spend has been thought through. An essential part of this is looking at how technology can help your people be more productive. Your Operations need to become more efficient, whillst keeping the people you serve happy with the service that they receive. In all this security and resilience are as important as ever, and to deliver real efficiencies in your organisation you will need to drive efficiencies in your IT infrastructure. For your people to be truly efficient you will need to look at how your people work, how they use information and the applications that they need to do their job well. It is also about getting the balance right between how much you spend on enabling people, and the return that you get from this. You need to ensure that your networks are configured and optimised specifically for your applications; that they are fit for purpose, helping you make the tough investment calls you need to make, without sacrificing the ability to drive efficiency improvements. Optimising your network performance is the key to efficient IT deployment which in turn is core to driving long term efficiencies in your organisation to enable you to truly deliver savings without slashing frontline services.
