The Council was last enlarged in 1965 when its membership was increased from 11, including the five permanent members -- China, France, Russia, the United Kingdom and United States -- to 15, at a time when the UN only had 118 Members States. It often means that the answers given are influenced by the national political sentiments. But what would people say about the European Union if they were given the chance to express a more informed opinion? That's exactly what the first-ever deliberative poll in Europe seeks to find out. The poll is known as the Tomorrow's Europe project, and will question 3500 citizens who together are representative for all people living in the 27 countries in the European Union. Quality in deliberative democracy "Deliberative democracy" is an increasingly popular method for soliciting public input on health care policies. Co-author Raymond de Vries outlines what "quality" in deliberative democracy might look like, and how it can be measured both qualitatively and quantitatively. He and his co- authors conclude that quality deliberative democracy should include: 1) equal participation by all members of the session, 2) respect for the opinions of others, 3) a willingness to adopt a societal perspective on the issue in question (rather than a focus on what is best for participants as individuals), and 4) reasoned justification of one's positions.
